A Franklin County man charged last week with vehicular homicide was going at least 60 mph in a 40 mph zone ahead of a June 2024 crash that killed his passenger, court documents said.Kirkland Knepper, 24, of Waynesboro, was arrested Sunday on the felony vehicular homicide charge, as well as four summary driving offenses. His bail was set at $25,000.
