Disability benefits 'not fit for purpose' and assessments 'dehumanising', new report finds
The review found more than 90% of respondents reported negative experiences as ministers weigh reforms to a benefit used by 4 million claimants.
- On Thursday, July 9, the Timms Review published its interim report concluding the Personal Independence Payment system is "not fit for purpose" following feedback from over 38,000 people and organisations across the UK.
- The government initiated the review last year after abandoning plans to slash £5 billion from disability benefits amid Labour backbench opposition, as PIP claimants reached four million by April 2026 and spending soared toward £41 billion.
- Participants branded the assessment process "dehumanising," "soul destroying," and "degrading," while around 90% of responses described negative experiences. Mental health and neurodevelopmental condition claims have surged significantly since 2019, outpacing musculoskeletal disability reports.
- Co-Chair Sharon Brennan stressed that "improving trust in the system" is vital for PIP's fairness and sustainability. The review team intends to replace the current "broken" assessment process with a "radically different" framework.
- The review team will deliver final recommendations this autumn, with the government insisting the reformed PIP system will be "fit and fair for the future." Reviewers promise "bold" and "fundamental" changes addressing the assessment overhaul.
