- Russia increasingly recruits untrained proxies via Telegram for low-threshold tasks like photography, which escalate to sabotage. "It could be anyone just looking for quick money," Christensen said.
- Moscow has repeatedly denied involvement in sabotage, despite growing operational boldness. Earlier hybrid attacks include an attempted drone incident in August at Germany's Leipzig/Halle Airport blamed on Russia.
