Delhi High Court Grants Bail to Kashmir Human-Rights Activist Khuram Parvez in UAPA Case
The court said investigators had not established a direct link to alleged terror operatives after Parvez challenged a December 2024 bail denial.
On Wednesday, the Delhi High Court granted bail to Kashmiri human rights activist Khurram Parvez in a terror-conspiracy case investigated by the National Investigation Agency, citing his nearly 4.5 years of incarceration and slow trial progress.
The NIA arrested Parvez in November 2021 under the Unlawful Activities Prevention Act, accusing him of terror funding, recruiting rebels, and mobilizing protesters in Indian-administered Kashmir during a civilian uprising.
Emphasizing that liberty rights may outweigh UAPA bail restrictions, the court noted Parvez is infirm and the prosecution intends to examine 197 witnesses, making trial conclusion unlikely soon.
Despite this victory, Parvez remains in jail due to a separate 2020 case. His lawyer, Swati Khanna, told reporters she hopes for a "positive result" in the second matter within one or two months.
Rights groups argue the slow judicial process functions as punishment, noting that conviction rates for UAPA cases remain low at 5 percent nationally and dip below 1 percent in Indian-administered Kashmir.
