Haitian woman's death after ICE release ruled homicide by medical examiner
The medical examiner listed hypothermia as the manner of death after Michel was found unresponsive at a bus stop, officials said.
- On Friday, the Allegheny County Medical Examiner ruled the death of 31-year-old Daphy Michel, a Haitian asylum seeker, a homicide. Michel died of hypothermia after being released from U.S. Immigration and Customs Enforcement custody.
- ICE released Michel on Pittsburgh's South Side in late February, issuing her an ankle monitor. The examiner's office described Michel as "a vulnerable adult, suffering from untreated severe mental health issues" upon release.
- Pittsburgh Regional Transit video footage showed Michel "spent around 24 hours across the last two days of her life in sub-freezing weather in a bus shelter on the South Shore." She was eventually found unresponsive with no pulse.
- Congresswoman Summer Lee renewed her call to abolish ICE on Friday, stating, "Daphy's death was preventable and is the result of a violent system that cages people." Lee demanded accountability from the agency.
- ICE recently rescinded a policy requiring reports for detainee deaths within 30 days of release, earlier this month. DHS acting Assistant Secretary Lauren Bis reiterated that detainees have access to support while officials await autopsy results.
