Allegheny County Council Passes Parental Leave Mandate in 11-4 Vote
Businesses with 15 or more employees must provide up to 12 weeks of leave, and parents will receive 100% of income under the first U.S. policy.
On Tuesday, Oct. 20, 2026, Allegheny County Council voted 11-4 to approve the first county-level paid parental leave mandate in the U.S., requiring employers with 15 or more workers to provide 12 weeks of paid leave.
Proponents including nurses and family advocates championed the policy as a public health measure, successfully pushing for revisions that exempted small businesses with fewer than 15 employees after months of community testimony.
The policy ensures parents receive 100% of their income during leave; eligibility requires full-time status for at least six months or part-time work totaling 625 hours.
Allegheny County Executive Sara Innamorato will sign the bill Thursday, though the Pittsburgh Regional Alliance warned the mandate "weakens our region's ability to attract investments, retain talent, and grow jobs."
Employers have one year to implement the requirements, positioning Allegheny County as a pioneer in a nation where 14 states and Washington, D.C. have programs but no federal policy exists.
