City hall has to cough up nearly $8.5 million to replace the steam heat system under its own roof – as well as in several prominent downtown civic buildings – and that has politicians steamed.

Campus Heating Revamped Over Summer

The new system heats water to 135 degrees Fahrenheit rather than the 212 degrees required by the old system.
