CASPER, Wyo. — A Mills woman is charged with felony theft for allegedly staying at the Ramkota Hotel for several weeks and leaving the bill for over $4,000 unpaid. Elizabeth Zima, 58, was arrested on the warrant last week and charged in circuit court.
