China and Russia veto new UN sanctions on North Korea
China and Russia have vetoed what would have become the UN's toughest sanctions to date on North Korea – over its intercontinental ballistic missile tests. The vote in the 15-member Security Council marks the first serious division among the five permanent members. A more united Security Council originally imposed sanctions after North Korea's first nuclear test in 2006 – and tightened them over the years.
