"The Chinese authorities are returning hundreds of North Koreans to a place where they know that those returning will be severely persecuted," said HRW South Korea Chief of Investigation Lina Yoon in an NGO statement urging Beijing to "immediately allow the United Nations Refugee Agency (UNHCR) to access all people at risk of forced return to North Korea," as well as "stop forcibly repatriating North Koreans."
