NEW PHILADELPHIA – The Tuscarawas County Coroner’s Office has identified the body found in the Tuscarawas River Monday afternoon as 29-year-old Jacob Holbrook. The coroner’s report on the cause of death is still pending. The report lists Holbrook as homeless and of the New Philadelphia area. Sheriff’s Detective Capt.
