Black Rock Road reopens, bridge replacement completed in Upper Providence

UPPER PROVIDENCE — The Pennsylvania Department of Transportation announced that construction has been completed a month ahead of schedule on the project to replace the bridge that carries Black Rock Road over Crossmans Run in Upper Providence Township.
