The digital platforms are designed to cut paperwork, improve compliance and give more than 50 lakh OCI cardholders easier access to services.
- On Tuesday, Union Home Minister Amit Shah launched the FCRA 2.0 portal and e-OCI card in New Delhi, introducing digital platforms designed to simplify governance, reduce paperwork, and strengthen oversight of foreign contributions and overseas citizen processes.
- Shah stated the system addresses significant increases in foreign donation volumes and applications in recent years, with the initiatives reflecting the government's commitment to "Minimum Government, Maximum Governance" through greater use of technology.
- Hosted on the MeghRaj cloud, the portal integrates Aadhaar-based authentication and NGO Darpan data to streamline compliance for around 14,500 active FCRA organizations, eliminating the need for physical document submission.
- The e-OCI card initiative offers "great convenience" to more than 50 lakh cardholders by enabling digital verification and eliminating the requirement to obtain a new booklet after age 20.
- Future upgrades will introduce an AI-powered chatbot and mobile application in the coming months, while the launch follows the Foreign Contribution Amendment Rules, 2026, which recently tightened compliance requirements for organizations receiving foreign funding.
