BRUSSELS, BELGIUM, JUL 30 – Nine European Union countries have applied for loans from the $173 billion Security Assistance Facility to boost defense production and support Ukraine amid ongoing conflict with Russia.
- Brussels announced on July 30, 2025, that nine EU members expressed interest in loans under the $173 billion SAFE scheme, the European Commission said.
- Earlier this month, EU Defence Commissioner Andrius Kubilius and Finance Chief Valdis Dombrovskis urged capitals to use the SAFE scheme launched under the ReArm Europe initiative.
- By midday Tuesday, only nine requests had been submitted, including Belgium, Bulgaria, Cyprus, Czechia, Estonia, Spain, Finland, Hungary, and Lithuania, said the European Commission.
- The scheme, as described by the European Commission, offers 45-year repayment terms with up to 15% advance payments for EU participants, strengthening Ukraine's defense.
- Next year, capitals could issue new projects to use the remaining 23 billion, said the European Commission.
