A former U.S. Army soldier started fire outside a NYC federal building and fired a pellet gun, FBI says

Authorities say the suspect carried anti-ICE materials and multiple weapons, and three people suffered minor injuries after the fire and fireworks attack.

  • Federal authorities arrested 43-year-old Andrew Arrabaca, a former U.S. Army veteran, after he allegedly launched fireworks, poured flammable liquid, and ignited a fire outside 26 Federal Plaza in Lower Manhattan.
  • The Lower Manhattan building houses multiple federal agencies, including an immigration court, an FBI field office, and Immigration and Customs Enforcement operations.
  • Arrabaca came heavily armed with various non-firearm weapons, including an airsoft rifle, axes, a machete, knives, a hammer, and commercial-grade fireworks. FBI officials reported he fired five to seven pellets from an airsoft gun toward the entrance.
  • Law enforcement described Arrabaca as an anti-ICE activist, noting he carried anti-ICE materials and a cart displaying the slogan "ICE off our streets". Department of Homeland Security officials also noted he had a written manifesto in his bag.
  • Three minor injuries were reported during the incident, including a bystander grazed by fireworks and a security officer who sustained minor injuries while tackling the suspect to the ground before he was taken into custody.
