Federal TRIO programs, like HATS, Upward Bound, and Student Support Services, were created under the Higher Education Act of 1965 as part of President Lyndon B. Johnson’s War on Poverty. These programs provide essential services: academic support; financial aid guidance; mentoring; and college preparation. Over nearly 60 years, TRIO has helped more than double the number of low-income students who complete postsecondary degrees
