Why was Narva deprived of a unique renovation opportunity? Was it fear or ignorance?

A year ago, the Narva city government presented the so-called Democrat Quarter project. Residents of five Khrushchevkas in the Old Town (located near the newly renovated Town Hall, the new college building and Stockholm Square) were offered the opportunity to participate in the complete renovation of the buildings. They had to pay only 20% - a measure made possible thanks to the Just Transition Fund, offering truly “royal” conditions.
