The Whiteland Town Council had a public spat over its president’s alleged unauthorized meeting on employee performance. In a contentious town council meeting Tuesday, Whiteland Police Chief Rick Shipp said council president Richard Hill gave him directives to enforce parking violations and made him feel reprimanded.
