VICTORY MILLS — The Saratoga County Sheriff’s Office arrested a 37-year-old man on felony charges following a domestic incident May 30. Joseph K. Barton of Victory Mills was charged with strangulation in the 2nd degree, criminal possession of a weapon in the 3rd degree and menacing in the 2nd degree.
