Ukraine Works on Prisoner Swap to Bring Home 1,200 Captives
- On Saturday, Rustem Umerov said consultations mediated by Turkey and the United Arab Emirates agreed to activate the Istanbul agreements to release 1,200 Ukrainians.
- The Istanbul agreements date to 2022 and were brokered with Turkish mediation; since then, Russia and Ukraine have traded thousands of prisoners, though exchanges remain sporadic.
- On Sunday, President Volodymyr Zelenskiy said he is counting on the resumption of exchanges and that many meetings, negotiations and calls are under way.
- Moscow offered no immediate comment as Ukraine's State Emergency Service reported Russian strikes damaged a solar power plant, causing rolling blackouts ahead of winter.
- Umerov said technical consultations will be held soon to consolidate procedural aspects, with hope that returnees from captivity can celebrate New Year and Christmas holidays at home.
