2 Massachusetts Store Owners Charged in $7 Million SNAP Fraud Case
Two Boston store owners trafficked nearly $7 million in SNAP benefits by redeeming three to six times the amount of a nearby supermarket, prosecutors said.
- On Wednesday, U.S. Attorney Leah B. Foley announced that Saul Alisme and Antonio Bonheur face federal charges for a $7 million SNAP fraud scheme at their Mattapan stores on Blue Hill Avenue.
- Prosecutors say the operation began in 2022 and involved two owners using multiple bank accounts to launder SNAP benefits, with transactions exceeding more than $500,000 in a single month.
- Court records show undercover officers on June 11, 2025 and July 24 exchanged SNAP benefits for cash while buying small items, and one store measured less than 150 square feet.
- The defendants are scheduled to appear in U.S. District Court on Wednesday, and Leah B. Foley said her office will continue investigating while faulting the Massachusetts Department of Transitional Assistance for lax oversight.
- Nearly 42 million Americans receive SNAP, with most below the poverty line about $32,000 for a family of four, while the state receives more than $230 million monthly and maximum benefits reach nearly $300 individual, nearly $1,000 family of four.
