ELIZABETHTON, Tenn. (WJHL) - The TLC Center in Elizabethton is hoping to expand its opportunities for Carter County teenagers by purchasing property behind the establishment. The TLC Center offers the Carter Co community with family resources, such as food, clothing and counseling.
