UK to ban three types of extreme pornography from next month
The new offences target online publishers and stored images, with publication punishable by up to 5 years in prison, officials said.
Starting November 6, the government will ban online pornography depicting strangulation, suffocation, incest, or adults roleplaying as children under 16, following cross-party pressure to address negative impacts on women and girls.
Conservative peer Baroness Gabby Bertin's 2025 review prompted the legislation, describing strangulation in pornography as "totally normalised" while noting a "total absence of government scrutiny" within the industry.
Research found 43% of sexually active 16 to 17-year-olds had been subjected to such material, while Justice Minister Alex Davies-Jones stated that pornography "can shape what people think a healthy relationship looks like."
New offenses for publishing carry a maximum penalty of five years' imprisonment, while possession of images depicting strangulation or incest could result in two years' jail time after November 6.
Prof McGlynn stated the goal is "transforming the online pornographic landscape" rather than prosecuting individuals, as the change aims to "send the unequivocal signal" that violent content encouraging real-life harm is unacceptable, according to Lady Bertin.
