This photo was taken in February 1970, looking down at Omotesando from the rooftop of Central Apartment. There's an imposing flag over the footbridge in Jingumae that reads "Priority Noise Control Zone." This was because there were a lot of bosozoku (motorcycle gangs) and noise was actually a problem at the time.
