The merger of healthcare institutions will not initially affect patients

Tallinn is merging all of its healthcare institutions into one institution - East Tallinn and West Tallinn Central Hospitals, Children's Hospital, Emergency Department, and Dental Clinic. While nothing will change for patients initially, in a few years some specialties will likely be merged.
