San José, Costa Rica.- The Inter-American Court of Human Rights declared this Thursday, in an unprecedented decision, that the care of persons is a right that must be guaranteed by States. The highest continental judicial body noted that "care is configured as the set of actions necessary to preserve human well-being, including assistance to those in a dependent situation or requiring support, temporarily or permanently."
