Gov. Abbott Signs Three Bail Reform Bills in Houston, Two Become Law Immediately
- Governor Greg Abbott signed three bail reform bills on June 3 at a Crime Stoppers event in Houston, with two laws effective immediately and one requiring voter approval in November.
- The reforms seek to end the cycle of bail decisions that allowed violent offenders to repeatedly return to the community, leading lawmakers to act following several tragic cases involving criminals released on bond.
- Senate Bill 9 prohibits personal bonds for specific violent or repeat offenders and mandates that elected judges, instead of magistrates, make bail decisions in serious cases; Senate Bill 40 restricts the use of public funds for nonprofits that post bail; and Senate Joint Resolution 5 aims to amend the state constitution to deny bail for certain violent felony charges.
- Governor Abbott emphasized that this legislative session addressed the serious issue of a bail system that continuously allowed dangerous offenders to be released, while opponents, including the ACLU, argued that the new reforms undermine due process and disproportionately impact low-income Texans.
- The signing event included about 200 attendees, with victims' families and law enforcement present, and launched a campaign urging voters to support the constitutional amendment on the November ballot.
