Europe Fails to Offset the End of US Military Funding for Ukraine

European military aid to Ukraine rose to €4.24 billion in Sept–Oct but remains less than half the recent monthly average, leaving a funding gap after US aid halted in March.

  • Since summer, Europeans have assembled about $4500 million in US weapons via NATO’s PURL initiative, after the Trump administration halted aid in March.
  • So far this year, donors have allocated €32.5 billion, and they would need an additional €9.9 billion by the end of 2025 to match the €41.6 billion yearly average.
  • After last week’s NATO ministerial, NATO Secretary General Mark Rutte said over two thirds of allies have made pledges, while Christoph Trebesch warned 2025 could become the lowest year for new aid.
  • Despite increases from Germany, France, and the United Kingdom, Nordic countries like Denmark gave multiple times more relative to GDP, while Spain and Italy showed minimal engagement this year.
