Utena College offers some study programs in Russian. According to the higher education institution, they are most often chosen by Ukrainians. Critics of this say that programs in Russian should be abandoned and not chosen the easy way, but rather encouraged to study in Lithuanian. The Ministry of Education, Science and Sports (ŠMSM) emphasizes that the law does not prohibit studies in a foreign language.
