Struthers residents line up for home improvement funding

STRUTHERS, Ohio (WKBN) - People were lined up early Friday morning outside of Struthers City Hall -- it's deadline day for residents to apply for funding to make repairs to their homes. The deadline to get an application was 8 a.m. Friday. Struthers Mayor Cat Miller said some people came as early as 4 a.m. The program is called the Community Housing Improvement Program, or CHIPS.
