Previously, pubs required individual Temporary Event Notices to extend operating hours, but England's victory over DR Congo on Wednesday, July 1, left insufficient time for venues to secure applications before the Monday match.
Greene King confirmed over 600 of its pubs will participate, while independent operators cite staffing shortages and concerns about late-night noise in residential areas as reasons to remain closed.
Police chiefs criticized the late announcement for complicating operational planning and increasing risks of disorder, while the government maintained that children should still attend school Monday morning.
