Smokers are buying many more tobacco products abroad since the excise duty increase on tobacco in 2024. The National Institute for Public Health and the Environment (RIVM) suspects that around 60 percent of tobacco products come from people abroad. This is a larger shift than was the case with previous excise duty increases.
