Udo Haan, 65, had been allowed to live in an apartment near the Southwest Centre for Forensic Mental Health Care in St. Thomas, Ont., but was arrested in April for allegedly harassing a woman in his building. Now, the Ontario Review Board has said a move to keep him at the hospital was 'warranted, necessary and appropriate.'
