Red Cross in Coatzacoalcos, still in emergency room

The financial emergency that the Coatzacoalcos Red Cross is going through reveals one of the great paradoxes of contemporary Mexico: while public institutions are diluting between cuts, omissions and inefficient bureaucracies, citizens and their organizations must assume responsibility for sustaining basic services.
