US Holds Talks with Ukraine on Licences to Produce Patriot Missiles – Rubio

Rubio said the talks could expand Ukraine’s interceptor production, but officials warned new plants would take years and would not solve short-term needs.

  • The United States and Ukraine are negotiating the transfer of a license to produce missiles for Patriot air defense systems. State Marco Rubio confirmed the issue is currently under negotiation, though he noted it is not an immediate solution.
  • During the July 8 NATO summit, President Donald Trump suggested The United States could grant Ukraine a production license. Late last week, he indicated Washington should be "very cautious" about the transfer.
  • Before providing assistance, Rubio noted that The United States must ensure its own defense stockpiles are sufficient. He cautioned that establishing full-scale production for such sophisticated weapons takes several years.
  • Permanent Representative NATO Matthew Whitaker stated that no agreement with Ukraine regarding Patriot missile production would be finalized before winter. Equipment availability remains the primary limiting factor.
  • Interceptor missiles remain the world's most sought-after weapon, as countries in the Middle East also require these defensive capabilities. Ongoing discussions also include potential Ukrainian drone manufacturing technologies in cooperation with The United States.
