Vietnam will ban fossil-fuel motorcycles from central Hanoi over pollution concerns
HANOI, VIETNAM, JUL 12 – The ban targets severe air pollution by removing nearly 7 million fossil-fuel motorbikes from Hanoi's center, with electric vehicles gaining nearly 20% market share, officials said.
- Beginning July 1, 2026, Hanoi will prohibit fossil-fuel-powered motorcycles and mopeds within the area enclosed by its primary central ring road.
- The ban follows a nationwide directive by Prime Minister Pham Minh Chinh to address worsening air and water pollution in Hanoi.
- By the third quarter of 2025, Hanoi is required to release a plan for the low-emission zone and initiate a citywide campaign to raise awareness among residents in preparation for the upcoming changes.
- By January 1, 2028, the ban will extend to Ring Roads 1 and 2, covering all fossil-fuel two-wheelers and some gasoline cars, while the ban expands to Ring Road 3 from 2030.
- Concerns exist that the ban could disproportionately affect working-class residents relying on motorbikes, highlighting the need for better public transport and support before enforcement.
