[Opinion] Possible Fraud and over $50 Million in Unpaid Fines Detected at CESCO

The Puerto Rico Comptroller's Office issued an adverse opinion on Thursday regarding the fiscal operations of the Metropolitan Driver Services Center (CESCO), after revealing irregularities in the handling of fines, possible fraud in changes of status, and the loss of more than $50 million in revenue.
