Shanghai petitioner Liu Dongbao was detained in a black jail for 92 days. When he was released, he was unable to walk. On October 27, he and six or seven other petitioners from Shanghai went to Chongming Island to find the black jail where he was being held and reported the case to the police. However, the police said they needed to consult their superiors and could not file a case for the time being.
