- Accusing the Speaker of partisan actions, the Opposition argued the motion follows alleged conduct including blocking Leader of the Opposition Rahul Gandhi and suspending eight MPs during the Budget debate by 118 Opposition MPs.
- Under the Constitution of India, removal requires a resolution passed by a majority of all members with at least 14 days' notice; Birla has not presided since February 10 and must vote by paper slip.
- Jagdambika Pal, BJP MP , granted leave after more than 50 MPs stood in favour, the House allotted 10 hours for debate, and Kiren Rijiju, Union Parliamentary Affairs Minister, will initiate discussion.
