Pakistan Eyes January Panda Bond Debut

Pakistan aims to raise $250 million in its first Panda Bond to support debt sustainability and diversify funding under a $1 billion program, officials said.

  • Pakistan plans to issue the inaugural Panda Bond tranche in January to raise $250 million, Finance Minister Muhammad Aurangzeb said after chairing a December 19 meeting at the Finance Division, Islamabad.
  • The programme is envisaged at approximately $1 billion and officials described it as `a structured and programmatic financing strategy` to support medium-term debt sustainability and diversification of funding sources.
  • Approvals from multilateral partners have been secured and engagement with Chinese institutional investors has been constructive, while Chinese regulatory approvals are expected soon, officials said.
  • Aurangzeb expressed satisfaction with progress and reaffirmed the government’s commitment to prudent, market-based financing as the ministry said investor interest reflected strengthening confidence in Pakistan's macroeconomic stabilisation, policy and reform framework, and positive medium-term outlook.
  • Preparatory work for Panda Series II is already underway, and earlier this year Finance Minister Muhammad Aurangzeb told a Hong Kong news channel `Pakistan plans to raise approximately $200 million from Chinese investors through the issuance of the Panda Bond`.
