OWEGO — A Pennsylvania man was arrested Friday evening after police responded to a disturbance call on North Avenue. Drew Robert Small, 39, of Langhorne, Pennsylvania, was taken into custody at approximately 6:45 p.m. after officers observed him and a female exiting a local business.
