Ottawa to fast-track permanent residency for up to 33,000 temporary foreign workers
IRCC says the initiative will move 33,000 workers already living in rural communities into permanent residence to ease labour shortages.
On Monday, Immigration Minister Lena Metlege Diab announced an initiative to fast-track permanent residency for up to 33,000 temporary foreign workers living in small, remote, and rural communities.
The In-Canada Workers Initiative addresses labor shortages in agriculture, health, and other in-demand sectors while supporting efforts to reduce the temporary resident population to less than 5 per cent by the end of 2027.
Eligible applicants must have applied through the Provincial Nominee Program or Atlantic Immigration Program and lived in smaller communities for two years; the government already granted 3,600 approvals in January and February.
Toronto immigration lawyer Barbara Caruso called the announcement 'shocking' because it confirmed internal fast-tracking occurred before public disclosure, raising concerns about transparency in the immigration system.
Ottawa plans to transition at least 20,000 workers to permanent residency this year, aiming to provide stability to local economies while maintaining permanent resident arrivals at sustainable levels beyond 2027.
