Okinawa Prefecture recognizes hate speech for the first time: Two videos insulting people saying "Corrupt China, go home quickly"; names not made public due to exceptions | Anti-Hate

On March 31, Okinawa Prefecture announced that two YouTube videos that insult Chinese people, such as "Corrupt China, go home now," were hate speech and that they "will never be tolerated." This is the first case based on the prefecture's ordinance for creating a discrimination-free society (ordinance for eliminating discrimination). Applying the exception provision, the names of the people who made the comments were not made public.
