In addition to the zero emission standard for new buildings from 2030 (Art. 4, comma 3), this decree also stipulates (Art. 4, comma 7) that anyone who has to change his heat or cooling generator must either cover at least 30 percent of his total energy requirements from renewable energy sources or reduce his consumption by 25 percent or install a heat pump or connect to a district heating network.
