- This launch occurred under the country's five-year plan for modernizing artillery and missile forces. The rockets feature an "autonomous pinpoint guide system" capable of striking targets 100km away in trajectory mode and 115 km in combined glide mode.
- Pak Jong-chon, vice-chairman of the Central Military Commission, oversaw the test and emphasized the need to concentrate the "deadliest" attack forces along the border with South Korea. This stressed firepower readiness improvements.
- Leading military cadres stated "the development of range-extended rockets assures them of a significant change in the firepower readiness along the southern border." The North has been steadily upgrading its tactical arsenal for deployment near the border.
- In June, North Korean leader Kim Jong oversaw tests of key weapons, including tactical missiles, for defending the southern border. South Korea's defence ministry did not immediately respond to requests for comment on this latest test.
