A Bergen County man was charged with arson and vehicle theft after a stolen car was found engulfed in flames Friday in Garfield, authorities said.Troy R. Taylor, 60, was arrested and charged with second-degree aggravated arson, third-degree arson, third-degree theft of a motor vehicle, third-degree criminal mischief, and fourth-degree failure to control or report a fire, according to Bergen County Prosecutor Mark Musella.
