OWENSBORO, Ky. (WEHT) -- A new children's playground is now open at a community center in Downtown Owensboro. City leaders took part in a ribbon cutting ceremony on Thursday at the Neblett Community Center. The center on West 5th Street serves as a childcare center for families.
