Juan Carlos Montero Mestre, also identified as Ángel Esteban Aguilar Morales, began his criminal career in the city of Cuenca after killing Juan Antonio Serrano, brother of the then Interior Minister of Ecuador, José Serrano, during the government of Rafael Correa, in September 2012. Sentenced to 20 years in 2013, he had served half the sentence and had a pre-liberty, in 2022, during the presidency of Guillermo Lasso.
