Montenegro could sign accession treaty with EU in June 2027, European Commission says

The EU executive said Montenegro has closed 21 of 33 negotiating chapters and could sign an accession treaty by June 2027.

  • The European Commission reported on Wednesday that Montenegro could sign an accession treaty by June 2027, putting the Balkan country on track to become the bloc's 28th member state in 2028.
  • Presenting the annual enlargement package, Enlargement Commissioner Marta Kos said Montenegro is in the process's final phase, having provisionally closed 21 of its 33 negotiating chapters.
  • In June, the Commission proposed a seven-year financial package worth around €3.2 billion for the country of about 620,000 people, though domestic support for membership fell to 71% in September 2025.
  • Full accession requires ratification by all 27 member states, any one of which can halt the process, as Croatia has already circulated eight conditions linked to historical disputes.
  • Joining would mark the European Union's first expansion since 2013, yet signing the treaty does not guarantee entry, as the European Parliament must also provide consent.
