Miscalculation by Spanish power grid operator REE contributed to massive blackout, report finds
SPAIN, JUN 17 – The blackout resulted from a cascade of technical and operational failures, with REE’s miscalculation and inadequate voltage control affecting over 50 million people, officials said.
- Just after noon on April 28, 2024, an unexpected disturbance led to the total failure of the power grid supplying electricity to more than 50 million residents across Spain and Portugal.
- The outage followed a voltage surge and unusual turbulence, with the Spanish government concluding a chain-reaction event caused the failure amid miscalculations by grid operator REE.
- Several power plants failed to respond properly to grid operator instructions to reduce voltage despite being capable and remunerated to do so, while REE had enough but did not dispatch voltage control resources.
- Spain's environment minister, Sara Aagesen, emphasized that renewable energy was not responsible for the blackout and highlighted that the power grid lacked adequate dynamic voltage regulation, pointing to a combination of factors that led to the failure.
